Foto Adev\u0103rul<\/p>\n<\/div>\n<p>Consultan\u021bii specializa\u021bi \u00een tranzac\u021biile cu terenuri agricole au explicat care sunt factorii<br \/>\ncare <a href=\"https:\/\/adevarul.ro\/economie\/lovitura-pentru-agricultori-creste-cu-140percent-baza-2488203.html\" target=\"_blank\">influen\u021beaz\u0103 valoarea unui teren agrico<\/a>l: factori na\u021bionali<br \/>\n(cum ar fi legisla\u021bia), factori regionali (cum ar fi clima \u0219i<br \/>\napropierea de re\u021bele logistice) \u0219i factori de productivitate (cum<br \/>\nar fi calitatea solului, panta sau drenajul, gradul de irigare). Acestora li se adaug\u0103 \u0219i specula\u021bia, \u00een condi\u021biile \u00een care terenurile sunt amplasate \u00een apropierea infrastructurii rutiere sau \u00een apropierea ora\u0219elor, c\u0103p\u0103t\u00e2nd astfel \u0219i o valoare imobiliar\u0103, care se \u00eencorporeaz\u0103 \u00een pre\u021b.<b><\/b><\/p>\n<p>\nDe<br \/>\nasemenea, dinamica pie\u021bei este important\u0103: pre\u021burile sunt<br \/>\ninfluen\u021bate de cerere \u0219i ofert\u0103, inclusiv de regulile privind<br \/>\nproprietatea str\u0103in\u0103.<\/p>\n<p>Statisticile publicate de Eurostat au fost preluate recent \u00een spa\u021biul public, aliment\u00e2nd din nou o serie de specula\u021bii privind o presupus\u0103 superioritate a calit\u0103\u021bii solului rom\u00e2nesc sau o supraevaluare a pie\u021bei locale. <\/p>\n<p>Analiza celor 22 de state membre ale UE pentru care exist\u0103 date disponibile arat\u0103 diferen\u021be semnificative \u00eentre \u021b\u0103ri. Astfel, Croa\u021bia a \u00eenregistrat cel mai sc\u0103zut pre\u021b mediu, de 4.491 euro pe hectar, \u00een timp ce Malta a avut cel mai ridicat nivel, de 283.039 euro pe hectar. Nivelul foarte ridicat al pre\u021burilor din Malta este explicat de oferta extrem de limitat\u0103 de terenuri agricole \u0219i de presiunea ridicat\u0103 a utiliz\u0103rilor alternative ale terenului.<\/p>\n<p>La nivel regional, cele mai ridicate pre\u021buri pentru terenurile arabile au fost \u00eenregistrate \u00een regiunea Wien din Austria, unde pre\u021bul mediu a ajuns la 189.000 euro pe hectar. La polul opus, regiunea \u00d6vre Norrland din Suedia a consemnat cele mai sc\u0103zute valori, cu un pre\u021b mediu de 1.951 euro pe hectar.<\/p>\n<h2>Pre\u021bul terenurilor agricole \u00een Rom\u00e2nia<\/h2>\n<p>Pre\u021bul mediu al unui hectar de teren agricol \u00een Rom\u00e2nia \u00een 2023 a fost de aproximativ 8.370 EUR\/ha, iar \u00een anul 2024 a ajuns la aproximativ 8.700 EUR\/ ha.<\/p>\n<div><picture loading=\"lazy\" width=\"1400\" height=\"555\" alt=\"image\"><source type=\"image\/webp\"  media=\"(min-width: 1400px)\"><source type=\"image\/webp\"  media=\"(min-width: 1000px)\"><source type=\"image\/webp\"  media=\"(min-width: 700px)\"><source type=\"image\/png\"  media=\"(min-width: 1400px)\"><source type=\"image\/png\"  media=\"(min-width: 1000px)\"><source type=\"image\/png\"  media=\"(min-width: 700px)\"><img decoding=\"async\" src=\"https:\/\/cdn.adh.reperio.news\/image-3\/3c786188-a679-48ad-938b-981e9f2c3e2a\/index.png?p=a%3D1%26co%3D1.05%26w%3D700%26h%3D555%26r%3Dcontain%26f%3Dwebp\" alt=\"image\" width=\"1400\" height=\"555\" loading=\"lazy\"><\/picture>\n\t\t\t<\/div>\n<h2>Pre\u021bul terenurilor agricole \u00een Fran\u021ba<\/h2>\n<div><picture loading=\"lazy\" width=\"1400\" height=\"569\" alt=\"image\"><source type=\"image\/webp\"  media=\"(min-width: 1400px)\"><source type=\"image\/webp\"  media=\"(min-width: 1000px)\"><source type=\"image\/webp\"  media=\"(min-width: 700px)\"><source type=\"image\/png\"  media=\"(min-width: 1400px)\"><source type=\"image\/png\"  media=\"(min-width: 1000px)\"><source type=\"image\/png\"  media=\"(min-width: 700px)\"><img decoding=\"async\" src=\"https:\/\/cdn.adh.reperio.news\/image-4\/41ca3b06-6a08-4bb6-907f-c75cc9c53062\/index.png?p=a%3D1%26co%3D1.05%26w%3D700%26h%3D569%26r%3Dcontain%26f%3Dwebp\" alt=\"image\" width=\"1400\" height=\"569\" loading=\"lazy\"><\/picture>\n\t\t\t<\/div>\n<p>Astfel, pre\u021bul unui hectar de teren \u00een Fran\u021ba era 6.000 EUR acum 10 ani, \u00een timp ce \u00een Rom\u00e2nia, doar 2.000 EUR (pre\u021bul mediu al terenurilor agricole \u00een Fran\u021ba \u00een 2024 fiind de 6.400 EUR\/ ha, o cre\u0219tere de 3.2% fa\u021b\u0103 de anul anterior.) \u00cen Fran\u021ba, pre\u021bul a r\u0103mas oarecum constant \u00een ultimii 10 ani, iar \u00een Rom\u00e2nia a crescut, se arat\u0103 \u00eentr-o analiz\u0103 realizat\u0103 de consultan\u021bii companiei Alinda B\u0103nic\u0103 Business Consultancy<\/p>\n<p>Potrivit acestora, diferen\u021ba fundamental\u0103 dintre Rom\u00e2nia \u0219i Fran\u021ba nu \u021bine, \u00een primul r\u00e2nd, de calitatea solului sau de productivitatea agricol\u0103 (chiar dac\u0103 \u0219i ace\u0219ti factori sunt extrem de importan\u021bi \u00eentr-un anumit moment), ci de stadiul de maturitate al pie\u021bei funciare.<\/p>\n<h2>Rom\u00e2nia: o pia\u021b\u0103 emergent\u0103, \u00een proces de aliniere<\/h2>\n<p>Potrivit consultan\u021bilor,\u00a0Fran\u021ba este o pia\u021b\u0103 matur\u0103, cu o istorie de decenii \u00een care pre\u021bul terenului agricol reflect\u0103 \u00een principal: randamentele agricole, nivelul subven\u021biilor \u0219i reglement\u0103rile stricte privind utilizarea terenului.<\/p>\n<p>Rom\u00e2nia, \u00een schimb, este o pia\u021b\u0103 emergent\u0103, care a trecut dup\u0103 1990 printr-un proces rapid de privatizare, liberalizare \u0219i, ulterior, integrare european\u0103. \u00cen acest context, terenul agricol nu a fost perceput exclusiv ca factor de produc\u021bie, ci tot mai mult ca activ investi\u021bional. Rom\u00e2nia a pornit de la un nivel de pre\u021b artificial sc\u0103zut, influen\u021bat de: incertitudinea juridic\u0103 post-1990, fragmentarea extrem\u0103 a propriet\u0103\u021bii \u0219i accesul limitat la finan\u021bare.<\/p>\n<h2>Structura fermelor face diferen\u021ba<\/h2>\n<p>\u00cen Rom\u00e2nia exist\u0103 aproximativ 2,86 milioane de ferme, cu o suprafa\u021b\u0103 medie de 4,39 ha pe ferm\u0103 (date din 2023, cele mai recente disponibile). \u00cen Fran\u021ba, num\u0103rul fermelor este de circa 350.000, cu o suprafa\u021b\u0103 medie de 93 ha (date 2023).<\/p>\n<p>\u00cen Rom\u00e2nia, majoritatea fermelor rom\u00e2ne\u0219ti sunt mici, peste 90% au sub 5 hectare, reprezent\u00e2nd cel mai mare num\u0103r de ferme mici din UE.2 <\/p>\n<p>    \u2022 2,859 milioane ferme totale (nu to\u021bi fermierii sunt \u201dactivi\u201d), utiliz\u00e2nd 12,55 milioane ha teren agricol \u00een anul 2023.<\/p>\n<p>    \u2022 Sc\u0103dere u\u0219oar\u0103 fa\u021b\u0103 de 2020 (2,887 milioane ferme, medie 4,42 ha).3<\/p>\n<p>    \u2022 Sub 5 ha sunt 90% din fermele din Rom\u00e2nia<\/p>\n<p>    \u2022 Peste 50 ha: doar 1% din ferme, dar exploateaz\u0103 peste 50% din suprafa\u021ba agricol\u0103 total\u01034<\/p>\n<p>Dincolo de cifre, privind realitatea din teren, \u00een ultimii ani, fermierii rom\u00e2ni au lucrat enorm pe partea de comasare a terenurilor agricole, ferme de sute de hectare devenind \u00een prezent ceva normal \u00een peisajul agriculturii de la noi din \u021bar\u0103.<\/p>\n<p>Pe de alt\u0103 parte,<br \/>\nFran\u021ba a pierdut 40.000 de ferme \u00een<br \/>\nultimii 4 ani, cu o tendin\u021b\u0103 de m\u0103rire a suprafe\u021belor:<br \/>\n349.600 ferme \u00een 2023 fa\u021b\u0103 de 389.000 \u00een 2020, 10% din ferme<br \/>\nlucreaz\u0103 peste 200 ha, concentr\u00e2nd un sfert din terenuri.<\/p>\n<p>\n\u00cen Fran\u021ba, \u00eencep\u00e2nd din 2023, prin<br \/>\nreglement\u0103rile din PAC (Politica Agricol\u0103 Comun\u0103), subven\u021biile se<br \/>\nacord\u0103 agricultorilor considera\u021bi \u201dactivi\u201d. (Rom\u00e2nia se<br \/>\nalinieaz\u0103 la r\u00e2ndul ei acestor reglement\u0103ri).<\/p>\n<p>\nUn agricultor activ este o persoan\u0103 care<br \/>\ndesf\u0103\u0219oar\u0103 efectiv o activitate agricol\u0103 real\u0103, demonstrabil\u0103<br \/>\neconomic \u0219i profesional, \u0219i nu doar de\u021bine teren agricol, acesta<br \/>\nfiind \u0219i motivul pentru care Rom\u00e2nia are at\u00e2t de mul\u021bi fermieri,<br \/>\nace\u0219tia nefiind activi.<\/p>\n<h2>Structura propriet\u0103\u021bii \u0219i presiunea demografic\u0103 \u00een Fran\u021ba\u00a0\u0219i Rom\u00e2nia\u00a0<\/h2>\n<p>\u00cen Fran\u021ba, persoanele fizice agricole continu\u0103 s\u0103 reprezinte majoritatea actorilor implica\u021bi \u00een tranzac\u021biile cu terenuri agricole, de\u0219i ponderea acestora este \u00een sc\u0103dere. \u00cen acela\u0219i timp, structura demografic\u0103 a sectorului agricol indic\u0103 o presiune important\u0103 asupra pie\u021bei funciare: aproximativ 60% dintre \u0219efii de exploata\u021bie au peste 50 de ani. \u00cen Rom\u00e2nia, peste 44% dintre fermieri au dep\u0103\u0219it 65 de ani, iar mai pu\u0163in de 10% dintre fermierii activi au sub 40 de ani.<\/p>\n<p>Conform analizei realizat\u0103 de compania independent\u0103 de consultan\u021b\u0103, aceast\u0103 realitate creeaz\u0103, \u00een mod natural, un poten\u021bial de transmitere a exploata\u021biilor \u0219i de mobilitate a terenurilor.
